MESSAGE FROM THE PRESIDENT TO THE SELECTORS AND THE SELECTORS COMMISSION

1. Congratulations on your appointment. This is a unique moment in our sport. At long last, we have enough Selectors and, for the first time that I am aware, a Selectors Commission to look after all the selection issues which will arise from time to time.

2. The Selectors Commission currently consists of 3 members but this number may be increased to up to 10. Ad hoc appointments can be made by the Board and if the Selectors Commission find they require additional members they should let the Board know. The first thing the Selectors Commission should do is to appoint a Convenor who would be the person who also liaises with the Board. For road issues the President and the Director of the Road Commission should be contacted and for track issues, the President and the Director of the Track Commission. Please always include these 2 persons when e‑mailing, etc and copy our COO, Carinus Lemmer.

3. The main function of the Selectors Commission is to assist the selection process and not to make selections themselves. This is the task of the Selectors. What follows are some of the tasks for the Selectors Commission but by no means all and what the Board would like is for the Selectors Commission in consultation with us to develop its role. Please be sure to keep Minutes of all meetings and keep us copied. Try and keep costs down by using e-mails and all tele-conference calls where possible.

4. Here are some of the responsibilities of the Selectors Commission:

4.1 interviewing candidate Selectors for suitability when the need arises;

4.2 liaising with Selectors and reaching agreement on what races they will attend throughout the year and preparing budgets in consultation with Sylvia;

4.3 setting up objective criteria for selection to be published on CSA website so that cyclists know what they have to do to be selected for particular events;

4.4 identifying Government/SASCOC requirements for selection of international teams including transformation issues and advising Selectors accordingly;

4.5 liaising with the Transformation and Development Commission to ensure proper procedures are in place to identify cyclists of colour and select where suitable;

4.6 liaising with the National Coaches Commission, for example, to ensure that the Road to Beijing and beyond is mapped out with appropriate selection events; suitable squads of cyclists are selected; their fitness, etc is monitored and training programmes devised by the Coaches Commission and so on;

4.7 generally liaising with the Board to make recommendations to deal with issues and problems which may arise from time to time;

4.8 doing whatever is appropriate to ensure that the best riders get selected by the Selectors to ride in the right events.

5. Turning now to the Selectors, each selection panel needs a Convenor. Each panel needs to ascertain from the CSA office what events throughout the year they will need to make selections for and thereafter the Selectors in consultation with the Selection Commission need to decide what races the Selectors will attend.

6. Selectors need to consult with CSA about a budget to cover expenses but be cautioned that we do not have much money at this moment.

7. Panels should not select teams until they have first consulted with the Selectors Commission and if the Selectors deem fit, in an appropriate circumstance, with the Transformation and Development Commission and/or the President.

8. Note that all teams should be signed-off by all 3 Selectors (even if a Selector disagrees with the team but is out-voted, he/she should sign-off the team. It is preferable that riders be selected in order of preference and for track teams it should be stated what events a rider is being selected for.

9. A copy of the selection document should then be sent to the President for his approval. The President does not make selections but his task is to ensure that the correct procedures have been followed in selecting teams; the riders are licensed and legally entitled to ride and that transformation issues have been properly dealt with. If the President is unhappy with a team, his remedy is to send the matter back to the Selectors Panel and the Selectors Commission for the team to be re‑considered.
